In DC and Maryland, title companies submit the paper work at or soon after closing for transferring and setting up accounts for public water and sewer. So for these jurisdictions, Buyers do not need to contact the water company. In Virginia, Buyers and Sellers address water utilities independently of the title company. So Buyers should arrange for their own water in Virginia.
